The government of Malaysia has announced the extension of CMCO, MCO and RMCO in certain areas and nationwide too.

[30th Sep]

As of October 1st, Kuala Lumpur, Putrajaya, Selangor and Melaka will enter phase 3 of the National Recovery Plan. 

Meanwhile, Kedah will transition from phase 1 to phase 2. As such, this would mean that there would no longer be states under phase one of the National Recovery Plan. 

Ultimately the phases of the states would be as follows: Kedah, Penang, Perak, Kelantan, Johor and Sabah will be in Phase Two. The Klang Valley, Melaka, Perlis, Pahang, Terengganu and Sarawak will be in Phase Three, and Negeri Sembilan and Labuan will be in Phase Four.

Starting this Friday [10th Sep] Selangor, Kuala Lumpur and Putrajaya will transition to Phase Two of the National Recovery Plan.

[19th Aug]

Dine-ins are now allowed for individuals who have completed their vaccination in states currently under Phase 1 of the National Recovery Plan (NRP).

The criteria for fully vaccinated individuals include having completed 14 days after receiving the second dose of the vaccines (for Pfizer, AstraZeneca, dan Sinovac) and 28 days for single-dose vaccines (Johnson & Johnson dan CanSino).

As of 15th August 2021, 11 sectors are now allowed to reopen in states going through any phase as part of the National Recovery Plan. However, this would be subject to a few conditions and SOP’s which requires individuals to be fully vaccinated. See our 8th August update below for more details. 

The 11 sectors allowed to open as of now are:

2. Electrical and Electronics
3. Household Appliances and Utensils
4. Furniture Goods
5. Sports Equipment
6. Car Accessories
7. Car Distribution and Sales

However, states undergoing phase 2 and above are allowed to open even more services which are: 

1. Photography Equipment and Services 
2. Thrift Shops 
3. Flower Shops
4. Nurseries 
5. Handicrafts, Souvenirs and Antiques 
6. Toy Shops
7. Carpet Shops 
8. Creative Content and Tools 
9. Outdoor Equipment 
10. Cosmetics, Skincare and Perfume 
11. Tobacco and Vape Outlets

The Prime Minister also stressed that these leniencies are also subject to businesses’ compliance with the SOP, and that failure to follow the SOP’s stipulated could result in not only fines, but closure of business. 

[8th Aug]

Prime Minister Tan Sri Muhyiddin Yassin announced that from August 10, certain relaxation measures will be granted to individuals who have completed two doses of vaccination. This includes: 

• Fully vaccinated parents are allowed to travel across borders and states to meet with their children below 18-years-old.
• Long-distance married couples who are fully vaccinated will be allowed to travel across districts and states to meet each other.
• States under phase 2 and above in the national recovery plan will cross counties, dine-in, and participate in non-physical contact sports, leisure activities and outdoor non-group sports activities, and intra-state tourism. 
• Muslims who are fully vaccinated will be allowed to perform prayers in Mosques. 
• Tourism activities involving homestays and hotels within the same state will be allowed. (for phase 2 and above) 
• Individuals who want to travel across borders need to provide their Covid-19 vaccination certificate to enforcement officers handling roadblocks

He added that the term fully vaccinated refers to those who have passed 14 days after receiving the second dose of their vaccine from Pfizer, AstraZeneca and Sinovac.

However, those who received single-dose vaccines such as Johnson & Johnson and CanSino will need to wait 28 days. He also emphasized that if the people do not comply with the SOP, the government will withdraw the lenient measures at any time.

Currently, the states in the first phase of the National Recovery Plan include Selangor, Negeri Sembilan, Johor, Kedah and Malacca; the states in the second phase include Perak, Kelantan, Terengganu, Pahang, Penang and Sabah; the states in the third phase consists of Perlis, Sarawak and Labuan.

Prime Minister Tan Sri Muhyiddin Yassin announced three states, Perlis, Sarawak and Labuan, will enter Phase 3 of the National Recovery Plan (NRPP) starting August 4.

In a statement on his Facebook, Muhyiddin said all three states have shown good performance and met all the necessary indicators under the NRP.

According to Senior Minister for Security Ismail Sabri Yaakob, five states will move to the Second Phase of the National Recovery Plan. As of 5th July, the states affected are  Perlis, Perak, Pahang, Terengganu and Kelantan.

Penang will also move into Phase Two of the National Recovery Plan on July 7, after fulfilling the key three indicators.

A large part of Selangor will be placed under the enhanced movement control order (EMCO) from July 3 to July 16.

All districts in Selangor except Sabak Bernam will be affected and several areas in Kuala Lumpur will also be placed under EMCO.

According to Prime Minister Muhyiddin, the MCO will continue until the country reaches below 4,000 cases per the National Recovery Plan (NRP).

Meanwhile, Muhyiddin also said that the government will soon announce comprehensive assistance and new measures personally and assured small-medium enterprises (SMEs) that they would not be left out.

[June 15]

The Prime Minister during the National Recovery Plan has announced a strategy for the Covid-19 pandemic. The plan includes four phases and three indicators:

• First indicator : The daily Covid-19 transmission in the community
• Second indicator: The capacity of the public health system and utilization of the ICU wards
• Third indicator: The level of the population covered based on the percentage receiving two doses of vaccine injections

First phase (June):

Lockdown to lower down the number of case.

The second phase (July – Aug):

Opening up some of the sectors including manufacturing such as cement to ensure the continuity of construction as well as retail activities such as electronics and computers to support those working from home. Social sectors are to remain closed.

Conditions: Daily cases lower than 4000, public health system with Moderate ICU use, and 10% population vaccinated.

The third phase (Sept-Oct):

The transition from the positive list to the negative list, i.e. where all the activities of the economy are allowed to operate except for high-risk activities prone to Covid-19

Conditions: Daily cases lower than 2000, public health system with sufficient ICU beds available, and 40% population vaccinated.

The fourth phase (Nov – Dec):

All sectors will be allowed to open. Including interstate travels and domestic tourism. But must adhere to strict SOPs

Conditions: Daily cases lower than 500, public health system with sufficient ICU beds available, and 60% population vaccinated.

The full Movement Control Order (MCO 3.0) is extended for another two weeks from June 15 to June 28, said Senior Minister (Security) Datuk Seri Ismail Sabri Yaakob.

Meanwhile, the standard operating procedures (SOPs) remain unchanged from what was announced previously for MCO 3.0 during June 1 to June 14, which is available on www.mkn.gov.my.

PEMERKASA Plus Plan

RM40 billion in funds and has 3 goals:
1. Enhancing the capacity of Public Health;
2. Continuing the Prihatin Rakyat Agenda; and
3. Supporting Business Continuity

For households with an income under RM2,500, they will receive RM500.

For Households with income between RM2,501 to RM5,000, they will receive RM300.

Bachelors will receive RM100.

Payment will be made starting at the end of June. This is in addition to the last phase of the BPR which will end in September.

Those in the B40 category and those who have lost their jobs, including micro-enterprises and SMEs that are not allowed to operate during MCO, will be given the choice between receiving an automatic moratorium for three months or a reduction in paying back their loans by 50% for 6 months.

Malaysia will be placed under a full lockdown for two weeks starting June 1, the Prime Minister’s Office announced this evening.

During this time, ALL SECTORS ARE NOT ALLOWED TO OPERATE except for THE ESSENTIAL ECONOMIC AND SERVICE SECTORS LISTED BY THE NATIONAL SECURITY COUNCIL.

Suppose the First Phase is successful in decreasing the number of COVID-19 cases daily. In that case, the government will impose a Phase Two lockdown, enabling reopening those economic sectors that do not entail huge crowds and can comply with physical confinement. This Phase Two Lockdown will be in effect for four weeks after Phase One concludes.

Following the end of the Second Phase lockdown, the next step is to enter the Third Phase, which is to implement the current Movement Control Order, in which social activities are prohibited. Almost all economic sectors are permitted to operate subject to strict SOPs and limited physical attendance at work.

Following the government’s decision to completely shut down the economic and social sectors, the Ministry of Finance will lay out the assistance package for the people and the impacted economic sectors. This support package will be announced shortly.

The Malaysian Ministry of Health will conduct a risk assessment before moving from one step to the next.

According to a recent press conference by the Selangor COVID-19 Task Force, the Selangor government implements its own initiative to complement the national vaccination effort.

Thus, the state government has decided to roll out its SELGATE Covid-19 Vaccination Programme. Businesses wishing to get their employees vaccinated can start registering online via the Selangkah app or directly on the website.

Furthermore, the Selangor government is beseeching the public to strictly follow the SOPs placed by the country to avoid another full-scaled Movement Control Order, as the negative impact on the economy will be great.

 

[May 11]

The government decided to implement the Movement Control Order (PKP) nationwide from May 12 to June 7 by enforcing cross-district and cross-state bans except for emergency, health, work, economic, economic, vaccination appointments and long-distance couples purposes.

Aidilfitri prayers in mosques and suraus are allowed with the presence of a congregation not exceeding 50 people for mosques and suraus that can accommodate more than 1,000 worshipers.

While 20 people for mosques and suraus that can accommodate less than 1,000 worshipers. The same number of congregation limits applies to the five -hour obligatory prayers and Friday prayers.

Among the SOPs announced by the Prime Minister:

1. All sports and recreational activities are prohibited except individual sports and recreation in open areas.
2. Childcare Centers, kindergartens, nurseries and kindergartens are allowed to operate in accordance with SOPs
3. The number of people allowed in the vehicle carrying the goods depends on the amount allowed
4. Dine-in or dining in restaurants and eateries is not permitted
5. Drive -through and packaged food sales are allowed
6. The number of people allowed in public transportation must comply with physical incarceration and SOPs
7. House-to-house visits and grave visits during Hari Raya Aidilfitri celebration are not allowed

Meanwhile Sabah, Sarawak and Labuan will undergo “special measures” according to the Prime Minister. More will be announced.

Senior Minister for Security Ismail Sabri Yaakob announced, MCO 3.0 will be implemented in the below area from 7th May to 20th May.

• Kuala Lumpur
• Johor, the affected areas are Johor Baru, Kulai and Kota Tinggi;
• Perak, the MCO is enforced at Taiping, Larut Matang and Selama,
• Terengganu (14 sub-districts except Hulu Besut in Besut). These sub-districts include Kampung Raja, Lubuk Kawah, Pelagat, Tenang, Keluang, Bukit Kenak, Kubang Bemban, Jabi, and Kerandang.

Six out of nine districts in Selangor will come under Movement Control Order (MCO) from May 6 to 17.

This six districts are not allowing and any inter-district travelling.

Social activities will be prohibited in the areas under MCO. Bazaars are allowed to operate as usual.

Hari Raya SOP:
Senior Minister for Security Ismail Sabri Yaakob announced
SOPs for Hari Raya prayers at mosques across the country would be decided by state religious authorities.

For areas under MCO, visits on the first day of Hari Raya will be limited to not more than 15 people depending on the size of the house.

Senior Minister for Security, Ismail Sabri Yaakob announced Enhanced Movement Control Order (EMCO) will be imposed at four localities in Sabah and one in Sarawak from April 28 to May 11.

• RMCO – Perak, Pahang, Terengganu, Melaka, Perlis, Putrajaya, Labuan, Kedah and Negeri Sembilan [From April 29 to May 17]
• MCO – Kelantan  [From April 29 to May 17]
• CMCO – Sabah,  Selangor, Kuala Lumpur, Penang, Sarawak and Johor [From April 27 to May 9th]

The ban on interstate travel remains and the SOP for Hari Raya prayers, visiting graves and visiting friends and relatives will be announced soon.

Ismail Sabri Yaakob, Senior Minister for Security announced that CMCO in Kuala Lumpur, Selangor, Johor, Penang and Kelantan will be extended from April 1 to April 14.

The RMCO in Kedah, Melaka, Negeri Sembilan, Pahang, Perak, Perlis, Sabah, Terengganu, Putrajaya and Labuan will also be extended until April 14.

[March 18]

The government has announced offences under Act 342 (Prevention and Control of Infectious Diseases) will be classified into 3 categories based on the severity of the violation.

Category 1: Aimed at those that involve high transmission risk of the virus, and that leads to a large-scale impact on the community – would include violations such as entering a pub or nightclub.

Individuals who do so will be slapped with the maximum fine of RM10,000 while companies that open a pub or nightclub will face a maximum fine of RM50,000.

Category 2: These violations are defined as offences that involve a high transmission risk of the virus, but would not lead to a wide-scale impact to the community – include entering an EMCO area without permission, or refusal to give information concerning the prevention of Covid-19.

Category 3: The violations include failure to wear masks, failure to record personal details before entering premises, failure to maintain physical distancing.

Those who commit such offences will face an RM1,500 fine, while premises owners operating beyond the allowed hours may be slapped with an RM10,000 fine.

[March 17]

Prime Minister, Tan Sri Muhyiddin Yassin announced there may also be no more implementation of MCO on a nationwide or statewide range – as it will only apply based on locality and cluster areas.

He also announced the launching of Program Strategik Memperkasa Rakyat dan Ekonomi (PEMERKASA) worth RM20 billion to lessen the burden of the nation while stimulating the country’s economy. 

PEMERKASA will focus on 20 strategic incentive to boost Malaysia’s economy, support local businesses and continue the assistance to the people and affected sectors.

Among them are;
1. The government will raise the budget for the vaccination programme from RM3 billion to RM5 to target a large immunisation by December 2021. 

2. The government will also allocate from RM1.2 billion to RM2.4 million users to receive financial assistance  such as;
• One-off financial aid of RM500 to be provided to the B40 groups who have lost their jobs.
• Additional payment of RM500 to BPR receivers with a salary of RM1,000 and below.

Datuk Seri Ismail Sabri Yaakob announced interstate travel for tourism between states placed under RMCO is now allowed from March 10.

Travelling from an RMCO state to another via a CMCO state is allowed but tour agencies’ vehicles are not allowed to stop at any areas in the CMCO states.

However, travelling for tourism under the targeted travel bubble will be subjected to tight conditions.

States still under RMCO – Perlis, Melaka, Pahang, Terengganu, Sabah, Putrajaya, Langkawi, Labuan.

Defence Minister Ismail Sabri Yaakob announced the updated states under CMCO and RMCO.

CMCO: Selangor, Kuala Lumpur, Johor and Penang, Kedah, Kelantan, Negeri Sembilan and Perak from March 5 till March 18.

RMCO: Melaka, Pahang, Terengganu,  Sabah, Putrajaya, Labuan and Perlis from March 5 till March 18.

Sarawak: RMCO from March 2 till March 12.

*Inter-district travel will also be allowed in all states, except in Sabah.

Effective Friday, 19 February, those residing in states under movement control order will be allowed to dine in restaurants with more than two persons per table, depending on the size of the table, announces Senior Minister Datuk Seri Ismail Sabri Yaakob.

He said the government has also decided to allow those under MCO to travel with more than two persons in the car, depending on its passenger capacity.

Datuk Ismail Sabri Yaakob announced the MCO extension for Kuala Lumpur, Selangor, Johor, and Penang from Feb 19 until March 4 – with the exception of Perlis which has been placed under the RMCO which are Perak, Kedah, Negeri Sembilan, Melaka, Pahang, Terengganu, Kelantan and Sabah.

There 10km radius is no longer implemented but inter-district and interstate travel is still restricted.

Prime Minister Tan Sri Muhyiddin Yassin, announced outdoor sporting activities such as running and exercising will be allowed. However, only members from the same household will be allowed to do so, he stressed.

Physical distancing must be strictly observed during these activities.

Senior Minister for Security Ismail Sabri Yaakob has announced all remaining retail sectors will be allowed to open from February 10 onwards, although they will be subject to strict SOPs.

Putrajaya has also decided to allow dine-ins at food and beverage outlets, with two customers per table.

[4 February]

Prime Minister Tan Sri Muhyiddin Yassin announced stricter and swifter enforcement of the SOP.

The government will also make amendments to the Prevention and Control of Infectious Diseases Act 1988 to impose harsher penalties against anyone found violating standard operating procedure (SOP) to curb the spread of Covid-19.

The rollout of the vaccine will be ready at the end of February, focusing on three phases; frontliners, citizens with high-risk health conditions and those above the age of 18.

Amendments were also made to the Workers’ Minimum Standards of Housing and Amenities Act 1990 that will also require employers to prepare more conducive accommodation for their workers.

Datuk Seri Ismail Sabri Yaakob also announced from Feb 5, night markets, barbershops, and car washing businesses are allowed to operate.

The beauty industry such as spas, salons, nail parlours, are still not allowed to operate.

During the Chinese New Year festival, celebrations are only allowed in your own homes as travelling to your hometowns, cross-district travels and visiting other people’s homes is restricted.

During the worship ceremony, only 5 authority members are allowed in.

[2 February]

The Movement Control Order which is set to expire on February 4, will be extended until 18 February 2021. The National Security Council also announced in the next two weeks with be implemented with stricter measures.

It will not affect most parts of Sarawak aside from several districts where MCO and enhanced MCO is imposed.

• Government agrees to extend the effective period of inability to perform contractual obligations to March 31, 2021, under the Temporary Measures for Reducing the Impact of CovidD-19 Act 2020, or Act 829.

• Prayer sessions are ONLY between 6 am and 2 pm.

For Hokkiens, Bai Tai Ging prayers are allowed within the home compound on the night of 19 February.

Revised SOP for Chinese New Year Dinner;

• The dinner celebration is only allowed on the 11 February.
• Limited to ONLY 15 family members living within a 10km radius without crossing district or state.

 

Follow the MCO/CMCO/RMCO rules, practice the SOP and stay safe.
